Director of the Institute for Justice & Democracy in Haiti, Concannon lived in Haiti for eight years. He said today: “The extensive damage from Tomas in Haiti is in large part the product of policies, including international aid and trade policies, and the undermining and overthrow of democratic regimes in Haiti from abroad, that have kept Haiti vulnerable, and its government unable to provide the basic services necessary to reduce this vulnerability."
