- Bush’s policies could set back relations with North Korea

George Bush is on the verge of making a big foreign policy blunder. Instead of running with the Clinton policy on North Korea, the Bush team appears to be fumbling the hand-off.
The new administration has reversed recent progress made between North Korea and the United States. During a March 7 meeting between President Bush and South Korean President Kim Dae Jung, Bush dimmed Kim’s hopes of reconciling with North Korea. Kim’s efforts to bring about peace to the Korean Peninsula led to him being awarded the Nobel Peace Prize last year.

CHALMERS JOHNSON, author of “Blowback: The Costs and Consequences of American Empire” and Okinawa: Cold War Island,” is a specialist on the politics and economics of East Asia and a veteran of the Korean War. He said today: “Bush came into office saying that he did not want to negotiate with North Korea. Even under Clinton, the U.S. was failing to fulfill its agreements with the North Koreans. The U.S. has essentially caused the current crisis with its belligerent stance toward North Korea, including its rebuff of South Korean President Kim’s peace initiative (for which he won the 2000 Nobel Peace Prize), the ‘axis of evil’ speech, the new National Security Strategy Directive of September 2002 endorsing ‘preventive’ war by the U.S., and the policy advocating the use of nuclear weapons in the interests of maintaining American hegemony. South Korea is a genuine democracy, created in 1987 when Koreans revolted against 25 years of American-supported military dictators. The U.S. still has more than 100 military bases in South Korea.... How would we feel if it were reversed? ... Another source of resentment is the South Korean economic meltdown a few years ago, which was essentially caused by the IMF, largely controlled by the U.S. government. South Korea has recovered brilliantly but it still resents American interference and arrogance.” From the Institute for Public Accuracy

In a stunning example of corporate insensibility, Dow Chemical, the worlds largest chemical company, and new owners of Union Carbide is to sue survivors of the 1984 Union Carbide gas disaster in Bhopal, India. While the site of the disaster lies covered in toxic waste and survivors struggle with continuing ill health and deadly pollution from the site, Dow has decided to add to their woes with a Indian lawsuit.

In the face of a massive failure of the United States government and the United Nations to heed the will of the national and international antiwar majority, some U.S. cities are taking matters into their own hands. Despite sizable dissent, President Bush has resolved to declare war on Iraq, and the United States Congress has declared its support of his policy, ignoring a huge outpouring of letters and phone calls by constituents demanding the opposite. Bought into line, the U.N. Security council passed a new resolution on Iraq, which seems to be designed to set Iraq up for inevitable failure and attack. In response to the obvious flouting of democracy and international law, antiwar activists have shifted their focus away from Congress and are convincing their city councils to make some resolutions of their own.
